STRASBOURG, June 22 (RIA Novosti) - Terry Davis, the secretary general of the Council of Europe, today spoke against extending the topics of the report on monitoring Russia.

Davis told Russian journalists that the monitoring of obligations of this or that country should not cover the country as a whole.

The report should consider the obligations that a country assumed when joining the Council of Europe, Davis said when commenting on the inclusion of amendments regarding Russia's relations with Moldova, Georgia and the Baltic States in the report on the Russian obligations to the Council of Europe.

Davis also condemned double standards in relations between the Council's member states. According to him, those countries that joined the Council of Europe earlier should be equal to those who did so later.
