COUNCIL OF EUROPE COMMISSAR URGES PUTTING AN END TO KIDNAPPINGS IN CHECHNYA

MOSCOW, May 27 (RIA Novosti) - Following his talks with President Vladimir Putin, the Council of Europe Commissar for Human Rights Alvaro Gil Robles noted that his report on Russia dealt with current problems in Chechnya, including kidnappings.

"I would like to emphasize and will always be insisting on this that the current people abductions in Chechnya should be put an end to," said the commissar. He called for doing away with the climate of lawlessness that has imbued the atmosphere, preventing success in finding the kidnapped.

I am shocked over the court judgement on Ulman's case, he added, and hope that the Russian judicial system will change it.

The North Caucasian district military court has acquitted four defendants in the so-called Ulman case found not guilty by a jury verdict.

Captain Edward Ulman together with three servicemen were charged, after having been on a reconnaissance mission in Chechnya in January 2002, with having fired at and burnt an automobile with six people inside.

It was established at the trial that Ulman and his group had fired at the automobile which ignored their signal to stop. Then the task group acted in accordance with instructions from the superior command.

That was the re-trial of the Ulman case which had been won by the defense at the previous trial as well. The party for the prosecution has declared its intention to appeal against the present court judgment.
