BUDGET SHOULD BE CONSIDERED IN 3 READINGS - PRESIDENT

MOSCOW, May 24 (RIA Novosti) - The State Duma should consider the budget in three readings. This task was set in the Russian President's budget message to the Federal Assembly, head of the presidential expert department Arkady Dvorkovich told journalists on Tuesday.

"It is expedient to shift to the consideration of the federal budget in the State Duma in three readings. These provisions should be included in the Russian Budget Code and used in the work on the 2007 draft budget," reads Vladimir Putin's message.

Today the budget is considered in four readings, Dvorkovich said.

The transition to three readings is a kind of revolution, he added.

According to Dvorkovich, new expenditure commitments established by the law will be adopted in the first reading.

In the second reading new expenditure commitments will be divided into articles and the third reading will be a technical procedure, i.e. the draft budget adoption, he said.
