PUTIN: RUSSIA MUST REVISE FOREIGN INVESTORS' ACCESS TO STRATEGIC FACILITIES

CHELYABINSK, May 16 (RIA Novosti) - Russia should map out a system approach to the access of foreign investors to strategic facilities, President Vladimir Putin told a conference in Chelyabinsk on Monday on the socio-economic development of the Ural federal district.

Putin said that in the Ural district, where the concentration of strategic facilities is high, unsystematic decisions are being taken. "This brings uncertainty to the plans of possible investors," he stressed.

Putin recalled that one instruction given to the Federal Assembly (parliament) in the past address is to thoroughly fix the sectors of strategic importance and in this way provide potential investors with exhaustive and full information on the opening spheres for investing their capital.

The president asked to organize such work and inform the government and the president about the results gained in the Ural district.

The head of state said that today's conference in Chelyabinsk was the first of its kind after addressing the Federal Assembly.

"In this connection, I'd like all those present to correlate the problems we are going to study today with the tasks and goals facing the country in general, meaning the importance of the Ural region for the entire country," the president said.

Vladimir Putin said that the volume of direct foreign investments in the Ural federal district was insignificant. "The district should objectively be the center of attraction for both domestic and foreign investments," he said.

The president said he saw the free turnover of capital, including foreign, as the required condition for the socio-economic development of the Ural federal district.

Putin recalled that the goal of doubling the gross domestic product in ten years remains. "The rate of growth of the Russian economy last year and today, as well as the rate of growth of the gross regional product in the Ural district, give us enough grounds for seeking the goal set in even a tougher and more confident manner," the head of state said.
