The Quartet also confirms its readiness to fully support the efforts of all sides in order to ensure the success of Israel's withdrawal from the Gaza sector and the West Bank of the Jordan River.
The document states the withdrawal of Israeli troops from these regions would allow giving an additional boost to the implementation of the "road map."
The communique also emphasizes the sides must avoid making unilateral steps, which might aim at final determination of the status of above-mentioned territories.
The Quartet expresses support to James Wolfensohn, the international "special envoy" to help coordinate Israel's planned withdrawal from the Gaza Strip. The document says his mandate involves the issues of the settlement that are not related to security problems, including the development of economy on the Palestinian territories after the withdrawal of Israeli troops. It also mentions his actions will be closely coordinated both with Israel and Palestine.
Wolfensohn will also help promoting the development of direct dialogue and cooperation between Palestinians and Israelis in economic issues, which would soften social consequences of Israel's withdrawal from Gaza and the West Bank.
The communique expresses support of the Quartet's US representative on security issues William Ward, who will provide help to the Palestinian side in the reform of security-related structures and coordinate international assistance to the PNA in that area.
The document says the global community must ensure free and democratic parliamentary elections in Gaza, on the West Bank of the Jordan River and in the Eastern Jerusalem. "The successful elections under control of international observers will become a key step to the construction of the renewed Palestinian State."
The participants of the meeting highly praised the determination of the Palestinian people and leadership to observe democratic principles. The communique welcomes recent steps made by PNA leader Mahmoud Abbas to reform Palestinian security forces. "We confirmed the necessity of continuation of this process," the document says.
The communique states the additional registration of voters for elections had just started and the Quartet calls upon the Palestinian and the Israeli sides "to take all necessary steps to ensure freedom of travel for candidates and voters and again offers technical support in monitoring the election process."
