BALASHIKHA, MOSCOW REGION, April 8 (RIA Novosti) - Russia possesses all necessary classified documents to regulate anti-aircraft action toward terrorist-seized planes, Army General Vladimir Mikhailov, Commander-in-Chief of the Russian Air Force, said to the media.

"We have a legislative basis to determine commanders' action. These are all top-secret papers. We precisely know what to do, and when. It's all in the documents. We amended them after the US events of September 11, 2001, and added certain orders and instructions."

The air above Moscow is quite safe. "Our anti-aircraft installations offer perfect safety in all directions 350 to 400 kilometers off the city," reassured General Mikhailov.
