ELECTION OF JALAL TALABANI AS IRAQI PRESIDENT IS LEGITIMATE - MARGELOV

MOSCOW, April 6 (RIA Novosti) - Chairman of the Federation Council international committee Mikhail Margelov thinks the election of Jalal Talabani as the president of Iraq is a legitimate and wise decision.

"The election today of the leader of the Patriotic Front of Kurdistan Jalal Talabani as the president of Iraq is a wise decision. It would be wrong to elect president a Sunni or a Shiite in the conditions of today. This would lead to the worsening of ethnic differences and further escalation of tensions", Margelov told RIA Novosti in the interview on Wednesday.

In his opinion, the makeup of the new leadership of Iraq is well-balanced and representing every basic segment of Iraqi society. "The posts of vice-presidents have gone to Shiite Gazi al-Yaur and Shiite Adil Abdel Mahdi", the interviewee said.

"Coming to Russia two years ago, Jalal Talabani produced the impression as a composed man avoiding radicalism and the extreme choices. He many times said that he is the advocate of the territorial integrity and sovereignty of Iraq. I think his election today is a boon for the republic", the senator said.

Margelov stressed that the main goal of the new Iraqi government, which has virtually taken shape, is the preparation of a text for the new Iraqi constitution.

Upon adoption of the fundamental law, re-election is not guaranteed for the new president and vice-presidents, Margelov believes.

"After the constitution is ready by August 15, as is expected, and then adopted, the country will most probably face new elections and a new government. The incumbent president and vice-presidents stand a chance of proving their worth, which however is no guarantee of their re-election upon the adoption of a new constitution", Margelov thinks.
