AKAYEV CALLS HIMSELF LEGITIMATE HEAD OF KYRGYZSTAN

MOSCOW, March 29 (RIA Novosti) - Askar Akayev claimed he remained the president of Kyrgyzstan and was not going to run for presidency at the elections scheduled for June 26.

"I have said many times that it is my last term and I will not be nominated any more," Akayev said live on the Ekho Moskvy radio station on Tuesday.

However, Akayev sees no reason for his resignation.

"I see no reason why I should resign. I am the only legitimate president of the Republic of Kyrgyzstan. My term expires on November 30, 2005 and I have not resigned yet," Akayev said in the telephone interview.

He also sees the new single-chamber parliament as the only legitimate body of power.

"The only legitimate body of power is the new parliament. I think that in this situation the new speaker is the best choice for our deputies. I can carry out negotiations only with the parliamentary speaker as the new legitimate representative of the new power," Askar Akayev noted.

On Saturday the Central Election Commission of Kyrgyzstan confirmed the authority of the new parliament, thus recognizing it as a legitimate body of power.

Akayev said that the executive power of Kyrgyzstan was not legitimate.

"The executive power of today is illegitimate. Leaders of the opposition have failed to comply with constitution," he added.

Akayev declared his intention to return to Kyrgyzstan when order was restored there.

"Kyrgyzstan is my homeland and I will certainly come back when things are back in order and security is ensured for me and my country," Akayev said.

In his words, the opposition planned to seize power from the very beginning.

"I would like to stress that the purpose of the opposition was to seize power instead of holding peaceful rallies like it was in Kiev. They did not plan to hold negotiations," Askar Akayev stressed.

"A new parliament was gathered in a matter of two days. It took the oath and set up a deputy commission. Neither on March 22 nor on March 23 did the opposition agree to negotiate and did not take this opportunity," Akayev noted.
