ANNAN'S PROPOSALS - THE LAST ATTEMPT TO SAVE UN

MOSCOW, March 22 (RIA Novosti, Sergei Ryabikin) - The proposals of Kofi Annan, the UN secretary general, to reform the UN is the last attempt to save the organization as a body acting on behalf of the international community. This agency seeks to regulate globalization processes and ensure security in the world. This is what Sergei Rogov, the director of the Institute of the US and Canadian Studies, told RIA Novosti.

According to him, the UN has failed to solve its original tasks duly and meet the new challenges linked with the globalization, poverty, environment, terrorism and others.

Kofi Annan's plan comprises several components. First, the expert said, it is the reorganization of the Security Council. Second, it is the promotion of the UN's role in such areas as postwar restoration of a nation's economy after the military phase of a conflict is over.

"The return to peaceful life, for example, in Iraq - and another dozen of countries that got involved in internal and external conflicts - is extremely important. The secretary general proposes creating arrangements for reviving such countries after conflicts," said Rogov.

The further objective is economic development, above all, of those two thirds of humanity outside what is known as "the golden billion." In the first instance it is Africa that seems to be regressing into primordial times in the last 20 years, according to the expert.

Economics is a decisive factor, according to Rogov. "Annan suggests that at least seven tenths of 1% of global GDP should be spent on aid to poor nations. The question is how to ensure the emergence of a relevant mechanism. Furthermore so that it is not the UN, but international organizations like the World Bank and the International Monetary Fund that have money today," he said.

The budget of the WB and the IMF is ten times as much as the UN's budget. These financial organizations must be forced to "share" with others, which will ensure a greaterrole for the UN in economic affairs.

Democratic development is yet another objective, continued the expert. The UN chief put forward an idea of establishing a special fund to deal with relevant issues.

Annan proposed considering his initiative at the UN summit, due to take place this fall. "I believe the coming 6 months will be a period of intense discussions," said Rogov.

Rogov believes the proposals advanced by the UN chief will make many experts think them over thoroughly.

"If we do not want the world to sink into chaos, we must reform the available institutions, i.e. the UN, G-8, vesting them with new powers and changing their structure so that the world in the 21 century will live according to new rules. This is an extremely difficult objective, but it will probably be achieved," Rogov said in conclusion.
