AIRCRAFT INDUSTRY STRATEGY PARAMETERS NEEDS SPECIFICATION

MOSCOW, March 14 (RIA Novosti) - Head of the macroeconomic forecasting board at the Economic Development and Trade Ministry Andrei Klepach thinks it necessary to specify the financial parameters of the development strategy of the Russian aircraft industry.

"Allocating the sums requested by the Industrial and Energy Ministry means wasting them. The financial parameters have to be specified", Mr. Klepach said on Monday at the round table on the development prospects of the aerospace complex in 2005.

The ministerial spokesman explained that, in the elaboration of financial support for the industry, the state should not focus on the proposed 20 to 30 aircraft models.

In his opinion, the strategy should focus on the maximum of one short-haul plane, one promising civilian plane plus helicopters and transport planes.

He believes that, even if the state allocates one billion dollars to support the industry, the existing structures will fail to put the sum to use. "Such sums should be given in 2006-2007", Mr. Klepach said.

At the same time, the stumbling block in developing the strategy is not civil aviation but the manufacture of military equipment.

"Unless we take a decision on the state program of armaments, we won't be able to do anything in the aircraft industry", he said.

The purchase of armaments by the armed forces is a must, he added.

Mr. Klepach also said that within this strategy the present line of models of civilian planes, so-called transitional products, is to be decided. It is above all support for such planes as Tu-204 and Tu-210.

As regards the goals of the strategy, he stressed that the doubling of the GDP can only be talked of if aircraft manufacture is oriented not only to the domestic market but also the export of Russian aircraft.
