CIS OBSERVERS NOTE HIGH ORGANIZATIONAL LEVEL OF THE ELECTIONS IN KYRGYZSTAN

BISHKEK, March 13 (RIA Novosti, Yulia Orlova) - A mission of CIS observers notes high organizational level of the second round of parliamentary elections in Kyrgyzstan.

The mission headquarters officials told RIA Novosti that according to data from polling stations, the voting was conducted in general in a normal and peaceful atmosphere. No emergencies or disturbances had been registered so far.

At the same time, observers spotted minor violations of electoral procedures at several polling stations. For example, violations in the process of voter marking have been registered. At some stations, voters have been marked with special ink right before putting bulletins in poll boxes, rather than prior to receiving electoral bulletins as it is required by the provisions of the electoral law. Some polling stations did not have necessary information about candidates.

At the same time, CIS observers underlined that compared to the previous round of elections the situation with voters' lists in electoral districts has significantly improved.

The second round of parliamentary elections in Kyrgyzstan is conducted in 40 electoral districts where on February 27 none of the candidates received the necessary 50% plus one votes. Two candidates that received the greatest number of votes during the first round compete for a parliamentary seat in the second round.

In order to guarantee the highest level of transparency and fairness of the electoral process, for the first time in the history of Kyrgyzstan, voters' fingers are marked with special colorless ink. All polling stations are equipped with transparent voting boxes. Picture-taking and video-filming are allowed at the stations during voting and vote counting.

According to the Central Election Committee of Kyrgyzstan, three hours prior to the closure of polling stations, about 40% of voters had cast their votes. According to the electoral legislation of the republic, the parliamentary elections would be considered legitimate regardless of the participation rate, with exception of the situation when the number of "against all candidates" votes exceeds the number of votes for a particular candidate.

The first results are expected to appear on a web site of the State automated system by midnight on Sunday, March 13, four hours after the closure of polling stations. By Monday morning, as practice shows, the results of the voting at 50-60% of polling stations will be known.
