Latvia should have detained Mr. Berezovsky because the United Nations Convention Relating to the Status of Refugees of July 28, 1951 does not spread on wanted persons, the Russian embassy wrote in the note.
Mr. Berezovsky crossed the Latvian border on February 25 under the name of Platon Yelenin without informing Latvian authorities about his visit. He gave a press conference in Riga and left the country in a few hours.
In the fall of 2003 Russian businessman Boris Berezovsky whom the Russian Prosecutor General's Office charges with fraud was given political asylum in Great Britain. In December 2003 he was given a passport to the name of Platon Yelenin.
On September 21, 2004 Boris Berezovsky was made internationally wanted and a sanction to his arrest was issued.
Last year Mr. Berezovsky visited Georgia under the name of Platon Yelenin.
