Messrs. Rushailo and Kopaj met in session this morning to discuss the voting and its monitoring techniques. Their opinions on the election and its preparations coincided, on the whole, the conferees said to newsmen. They made it a point, during the conference, to withstand even from preliminary evaluations, and concentrated on debating conceptual approaches and monitoring methods for elections in many countries, not Kyrgyzstan alone, stressed Mr. Rushailo.
A reporter asked him what of the two missions' methods were similar, and what different.
CIS observers mainly proceed from hard facts, election legislation analyses, voters' complaints, personal observations made before and during polls, and contacts with hopefuls' election HQ chiefs, replied Mr. Rushailo.
On the whole, the CIS and OSCE methods resemble each other, despite certain differences of questionnaires the observers are circulating. Thus, OSCE mission members' papers are more detailed, he added.
CIS observers attach tremendous significance to further contacts with their OSCE counterparts, and observers representing other international organizations. True, opinions differ on particular issues-but that is no reason to contrast the missions to each other, emphasized Mr. Rushailo.
Mr. Kopaj highlighted smooth methods of the mission he is leading-that thanks to its long practical experience. These methods are not regarded as something final. On the contrary, they improve with every new OSCE monitoring task, he said.
