YEREVAN, February 17 (RIA Novosti) - The decision of the Russian delegation not to visit the memorial to those who fell for Georgia' unity does not mean deviation from the protocol, Russian Foreign Minister Sergei Lavrov said at a press conference in Yerevan.

"We mourn for Georgian men who died for decisions of other people and for the victims of other sides. I am ready to express my mourning in any form and hope to do it on Zurab Zhvania's grave," Mr. Lavrov said.

According to him, Mr. Zhvania made a great contribution to the settlement of the Georgian-Abkhaz and Georgian-South Ossetian conflicts (Abkhazia and South Ossetia are self-proclaimed republics on Georgian territory).

The Georgian side proposed to visit the memorial before the departure of the Russian delegation to the Caucasus. "We said we preferred to stick to the original program," Sergei Lavrov noted.

Earlier Mr. Lavrov said in an interview with the Rossia TV channel that he was surprised with the situation around the Russian delegation's visit to the memorial.

The Russian delegation is to make proposals on the Russian-Georgian treaty, the terms of the Russian military bases' stay in Georgia and the establishment of anti-terrorist centers on their basis, the Russian Foreign Minister told journalists in Yerevan.

Mr. Lavrov is aware of his Georgian counterpart Salome Zurabishvili's statements. She has practical proposals, which can promote the achievement of agreements, he said.
