A REPRESENTATIVE OFFICE OF UN HIGH COMMISSIONER ON HUMAN RIGHTS TO BE OPENED IN RUSSIA

MOSCOW, February 13 (RIA Novosti) - A representative office of the UN High Commissioner for Human Rights will be opened in Russia, announced UN High Commissioner for Human Rights Louise Arbour during a press conference in Moscow on Sunday.

According to Ms. Arbour, the representation will conduct its activities in the framework of existing organizations representing the UN in Moscow.

"We will develop a series of concrete programs that must ensure the improvement of human rights situation in Russia," Ms. Arbour stated.

She said that the main result of her first visit to Russia was the fact that she acquired a better understanding of the entire complex of human rights problems in Russia.

"We managed to create a solid basis for improvement of cooperation between my Office (the Office of the UN High Commissioner for Human Rights) and the Russian government. We need to deepen this cooperation even further," she stated during a press conference in Moscow on Sunday.

Ms. Arbour emphasized that as a result of talks with the Russian government her office will develop a series of programs for Russia, which "should bring real results and real fruits" in the process of the improvement of the human rights situation in Russia.

"These programs will focus on a number of aspects related to the protection of human rights not only in the civil and political spheres but also in the economic and social spheres," Ms. Arbour added.

In particular, she believes that the reform of social benefits split the Russian society.

"There must be no discrimination in the sphere of distribution of the material wealth," Ms. Arbour emphasized.

"I believe that the observance of human rights forces people to participate in these processes and it is important that they should have the opportunity to influence the implementation of reforms," Ms. Arbour noted.

In conclusion, the UN High Commissioner expressed her gratitude to the Russian government and especially Russian Foreign Minister Sergei Lavrov for "the warm reception and attention."
