The project's goal is to form a professional children's and youth's team using the western and Soviet experience and achievements of modern sports managers to guarantee leadership in professional tennis in all age groups.
"We should create succession," Mr. Tarpishchev noted.
According to him, the weakest point of Russian tennis is the men's tennis reserves. For instance, there were no Russian tennis-players among the 64 youth participants in the Australian Open.
The lack of professional tennis-players is due to the fact that training is very expensive, Mr. Tarpishchev said.
"We need about $6 million," he emphasized. Therefore, young Russians prefer to train abroad. They are then granted foreign citizenship and play for other countries.
Renowned tennis-player Alexander Metreveli expressed hope that the new training system will reduce the outflow of young, talented players.
"Many children go abroad today and we know nothing about them. They are working for themselves and their efficiency is low. The Team Russia system implies nothing new. Its analogues exist in France, Australia and the United States. If our plan is a success it will yield good results," he said.
Mr. Tarpishchev believes that the tennis 'fame academy' will make athletes who leave Russia without warning the Tennis Federation more disciplined. Though he admits the implementation of this plan faces financial problems.
"We not only need money, but new municipal courts and tennis centers in Moscow and the regions also," he said.
The official program is entitled the Team Russia System of Centralized Training of Professional Tennis Players and stipulates that full training of one athlete aged 9-22 costs at least $730,000.
