UKRAINE'S CONSTITUTIONAL COURT ALLOWS HOME VOTING

KIEV, December 25 (RIA Novosti) -Ukraine's Central Election Commission promises to abide by the Constitutional Court's ruling to reaffirm the disabled voters' right to cast ballots at home.

"We are obliged to abide by the Court's ruling whether we like it or not," the head of the Ukrainian Central Election Commission Yaroslav Davidovich said on Saturday.

According to him, the problem of conducting the poll outside the polling stations is primarily of an organizational nature as all the citizens entitled to vote have been duly registered in the respective lists of voters.

On Saturday, Ukraine's Constitutional Court annulled the restrictions earlier imposed on the infirm voters' right to cast ballots at home in the December 26 presidential election in Ukraine. Now, thanks to the Constitutional Court's ruling, the infirm voters of all three categories of disability will be able to cast ballots in tomorrow's poll.

In turn, the head of Ukraine's Constitutional Court Nikolai Selivon told a press conference on Saturday that the Court's ruling would become a major stabilizing factor at the forthcoming election.

Commenting on the ruling, Selivon said that "every citizen unable for health reasons to report to a polling station in person for casting his/her ballot in the Sunday re-vote must state so in due course to the head of the local election commission before 8 p.m on December 25."

In addition, Selivon pointed out that once the Court's ruling is duly complied with no one would be able to claim afterwards that the President has been elected unconstitutionally. He added that the ruling allowed the December 26 re-vote to be conducted in strict conformity with the Constitution.

The head of Ukraine's Constitutional Court laid a special emphasis on the fact that the Court's ruling was in no way politically motivated.
