VIOLATIONS OF VOTERS' RIGHTS IN UKRAINE#

KIEV, December 25 (RIA Novosti) -At his meeting with the head of Ukraine's Central Elections Commission (CEC) Yaroslav Davidovich on Friday, Chairman of the CIS Executive Committee Vladimir Rushailo expressed his concern about possible violations of voters' rights in Ukraine.

Vladmir Rushailo, currently leading the CIS election observers mission in Kiev, told RIA Novosti that he informed the CEC head of opening the mission's two additional offices, one in Dnepropetrovsk and the other in Kirovograd.

Earlier, the mission set up offices in Kiev, Lvov, Odessa, Simferopol and Kharkov.

"Basically, I pointed to three aspects of the voting procedure that cause our greatest concern at the moment: the situation with the absentee ballots, the composition of local election commissions, and fabrication of fake ballots," Chairman of CIS Executive Committee said.

According to him, the head of Ukraine's Central Election Commission acknowledged existence of certain problems on the eve of the election but assured the CIS observers that CEC was doing its best to avoid repetition of the faults and mistakes of the previous round.

The CEC head also told Vladimir Rushailo that the Ukrainian Supreme Court had launched a criminal inquiry into the facts of forging voting ballots during the previous election campaign.

"Yaroslav Davidovich said that those ballots were declared invalid; at the same time he added that the court had failed to identify the beneficiary of the rigged vote," Chairman of the CIS Executive Council emphasized.

Following his meeting with the top official of Ukraine' CEC, the head of the team of CIS observers left Kiev for Tashkent where CIS had also stationed its observers to monitor parliamentary elections in Uzbekistan scheduled for December 26.
