PLESETSK FUNDING TO INCREASE IN 2005 - GREF

PLESETSK (ARKHANGELSK REGION), December 24 (RIA Novosti's Alevtina Shchepetina) - The 2005 financing for the program to develop the Plesetsk space center will be revised, Russian Minister for Economic Development and Trade German Gref told a news conference in Plesetsk.

Together with Defense Minister Sergei Ivanov he observed on Friday the launch of the intercontinental rocket Topol-M and the carrier rocket Tsiklon-3 from Plesetsk.

"Funding is indeed insufficient and we'll revise it for 2005," the minister said.

Mr. Gref said that at the talks with Sergei Ivanov they reached preliminary agreement on further plans for funding the Plesetsk development and on additional financing.

Mr. Gref said that ways to attract commercial funds are being considered. The concession mechanism can hardly be put to use, he added.

"We've agreed one more time to study possible changes. We'll see what can be done to give a prompting to Russian state-run enterprises," Mr. Gref said.

"It is the state that has to make the bulk of investments," he stressed.
