EXTREMIST IDEA PENETRATION TO CIS ISN'T SUBSIDING, WARNS RUSSIA'S INTERIOR MINISTER

MOSCOW, December 24 (RIA Novosti) - The danger of radical ideologies penetrating Russia and other CIS countries badly alarms Rashid Nurgaliev, Russia's Interior Minister. "We are still underrating the threat of radical technologies exported to our countries. Alien ideas have a far longer and more destructive effect than whatever weapons," he said to the CIS Interior Ministers' Council as it gathered in Moscow for an extraordinary conference.

Criminal gangs related to terrorist organizations are staunchly circulating their ideas among young people. "As a result, their emissaries are traveling unhampered about our countries. They send young recruits to their ideological centers for what they call 'training', and the number and travel of those recruits is increasing."

The previous Council session, in Moldova's Chisinau last June, highlighted five crime effort priorities, Mr. Nurgaliev went on. First came permanent streamlining of respective policies. Legal norms and law administration practice must meet the challenges of this day.

Next, administrative and public attitudes to particular detective squads of law-enforcement bodies must change. They are treated as mere auxiliaries, which runs counter to latter-day crime effort standards.

It is high time to enhance the role of analytical squads. That is another top priority. Meanwhile, these squads are lagging behind to waste money and personnel as they obtain urgent information.

Press services are also to make progress. It is impossible to give a proper rebuff to the advance of radical ideologies in CIS countries unless press services make due contribution.

"I ought to lay special stress on one point. Press services bear the brunt of responsibility to offer information that will stop the advance of radical Muslim ideas. It depends on those services to put a formidable barrier on the road of panicky fear terrorists are out to sow with their inhuman action," said the minister.

Law enforcement agencies of the Commonwealth of Independent States are to start direct links between themselves to guarantee CIS countries' safety. The collective security network is making progress. A new pattern of links dominated by human rights and freedoms must now complement it. "That will be possible if our contacts rest on an updated basis. Direct partnership is an earnest of CIS countries' safety," pointed out Mr. Nurgaliev.

Initial steps to the goal have been made by now. "Tomorrow, we shall sign a comprehensive plan to counteract terrorism next year."

It will be impossible to fight terror back unless border guard is duly improved. "Russia has very long frontiers with the other Commonwealth countries, and not all have done what they should to properly protect those frontiers," warned the minister. Some channels have not been stopped to these days to put an end to money and material aid to illegal armed formations, he said.
