RUSSIAN BUSINESS NOT TO SUFFER IF YUSHCHENKO WINS

MOSCOW, December 23 (RIA Novosti) - If opposition leader Viktor Yushchenko wins in the Ukrainian presidential election Russian business should not fear losing ground in Ukraine, Aleksander Ryabchenko, the head of the Ukrainian International Institute for Privatization, Property and Investment, believes. "First of all, because Russian business is not widely represented there," the official specified in an interview with the Vremya Novostei.

The expert pointed out that there are no industries, except oil refining, where the Russian would own more than 50% of property, in Ukraine.

The oil industry is the only sector Russia and Ukraine should hold special talks on, the expert assumes. "I rule out the possibility of nationalizing Russian oil refineries. The question under discussion will be about interaction between the enterprises and the state in pricing. Purely liberal relations in this sector are impossible."

The scope of pressure tools at the authorities' disposal is almost boundless, which is why it is necessary to reach specific agreements in order to exclude the possibility of administrative dictation. "Maybe, certain laws will be adopted to adjust disputed (pricing) issues. I think this will meet the interests of the oil refineries," the official remarked.

Speaking on the prospects of the project of post-Soviet integration in the Common Economic Space (Russia, Ukraine, Kazakhstan and Belarus), Ryabchenko stated that free-trade zone within the framework of the quartet is advantageous for Ukraine, the external economic status of which is unlikely to change quickly.
