MOSCOW, December 20 (RIA Novosti) - Russia would like talks on North Korea's nuclear program to be resumed as soon as possible, said Deputy Foreign Minister Alexander Alexeyev.

Speaking Monday at the North Korean Embassy in Moscow, Mr. Alexeyev noted that "the Russian side has been consistently campaigning for a diplomatic settlement of the Korean Peninsula's nuclear problem through six-party talks." Officials in Russia believe that the international community should provide North Korea with security guarantees and create favorable conditions for its social and economic development, he added.

According to the senior Russian diplomat, the Kremlin regards as counterproductive further delays in the negotiating process and that it is hopeful the negotiations will get back on track before long.

Bilateral economic cooperation between the North and the South as well as projects involving the two Koreas and Russia could play a pivotal role in bringing the situation on the Korean Peninsula back to normal, Mr. Alexeyev said.

Reviewing the results of Russo-Korean cooperation in 2004, Mr. Alexeyev said this year was "a year of further consolidation of friendship, good neighborliness, and comprehensive cooperation between Russia and North Korea in conformity with principles laid down in the interstate treaty of 2000."

"The years-long experience of developing Russo-Korean relations is a reliable foundation for successfully solving modern-day problems facing our countries and for stepping up interaction in major areas of political, economic and cultural cooperation," Mr. Alexeyev pointed out.
