PARIS, December 13 (RIA Novosti's Andrei Nizamutdinov) - At its January session the Parliamentary Assembly of the Council of Europe (PACE) will consider the issue on the development of the democracy in Palestine.

The decision concerning the inclusion of this issue in the agenda of the session was made on Monday at the PACE Bureau session, which was held in the Paris office of the organization.

The issue will be considered in the format of the urgent debates, Mikhail Margelov, member of the Federation Council (the upper chamber of the Russian Parliament), who participated in the session, told journalists.

According to the Senator, the PACE Bureau also confirmed its intention to send observers to the forthcoming elections of the Palestinian President.

"Today we have a real chance to help Palestinians to develop democratic institutions," Mr. Margelov said.

He reminded that the Council of Europe "had proposed Palestine many times a practical assistance, but until today this issue was of a disputable character." Mr. Margelov says that "now we have a hope that experts of the Council of Europe as well as its experience will be useful for the people of Palestine."

The Russian Senator added that he, as a spokesperson of the PACE political commission on the Middle East, would be included in the group of observers at the presidential elections in Palestine.
