MOSCOW, December 13 (RIA Novosti) - LDPR is holding its extraordinary 16th Congress in Moscow on Monday. The Congress is dedicated to the 15th anniversary of the party.

The participants of the congress plan to introduce amendments to the LDPR Charter. LDPR press service reported that the amendments would bring the Charter in concordance with recent draft of the State Duma legislation, which envisions the transition to the proportional system of elections to the lower chamber of parliament.

The changes will affect those articles of the Charter that allow LDPR members to put their candidatures on the State Duma ballot on the basis of one-mandate district representation.

One hundred and seventy two delegates are expected to participate in the congress. They represent 87 (out of 89) subjects of the Russian Federation.

LDPR leader Vladimir Zhirinovski plans to address the delegates with a political report on the most pressing problems in Russia and the world.

At the end of the congress, delegates led by Mr. Zhirinovski will march toward the Ukrainian Embassy in Moscow where they plan to conduct a meeting.

"We do care about who becomes the President of Ukraine. I am sure that democracy will soon prevail in the world. It will defeat the American evil empire. We are with you, brotherly Ukraine!" Mr. Zhirinovski declared recently.
