POPULATION DATABASE CONCEPT WORKED OUT IN RUSSIA

MOSCOW, December 7 (RIA Novosti) - The Russian Ministry of Economic Development and Trade is going to submit a concept of the database of the population to the government before the turn of the year, Deputy Director of the ministry's Corporate Management Department Tseren Tserenov reported.

The official pointed out that the ministry had not fixed the exact date of submission. "But I hope the concept will have been presented by the end of the year," Tserenov told a press conference on Tuesday.

According to the official, the Ministry of Economic Development and Trade has adjusted the question with the Ministry of Information Technologies and Communications today, and the document is still to be discussed with the Ministry of the Interior.

The concept does not suppose all the data of the citizens will be stored in one database. The information will remain in the databases that already exist, with interaction provided between them, Tserenov specified.

The concept provides access to databases, if necessary information is needed to offer a service to a person. The procedure is regulated by the law.

The system will log the time of access to a database and what information has been inquired. "Consequently, unfair officials are not expected to download all the database of the population," Tserenov said.

Aide to the Minister of Information Technologies and Communications Maksut Shadayev remarked that the system excludes information leakage from the databases.

The concept was worked out by order of the government within the framework of the Federal Target Programme Electronic Russia.
