RUSSIA TO DO EVERYTHING LEGALLY DUE TO GET MILITARY CONTRACTS

NEW DELHI, November 30 (RIA Novosti) - Russia is going to build up military-technical cooperation with countries in South-East Asia, the Arab world and Latin America, Russian Defence Minister Sergei Ivanov has said in New Delhi.

"Our services are undergoing deep-going diversification. We are looking towards countries in South-East Asia, the Arab world and Latin America", he said.

Russia is carrying out such cooperation "conscientiously", he said.

"We will fight for a niche in these markets because they are very competitive and tough. Brains should be used here and we'll work putting to use all the legal methods of fight for the contract", Sergei Ivanov said.

He noted also that Russia will go on developing military-technical cooperation with its main strategic partners in this field - India and China.

"I don't think their markets are oversaturated with our weapons. The Chinese and Indian arms markets are the most capacious ones and will continue as such for a long time", Sergei Ivanov said.

He proposed cutting the number of working groups in the Russian-Indian intergovernmental commission for military-technical cooperation and in this way improving their efficiency.

The Russian defence minister is the Russian co-chairman of the commission.

Tenders for the supply of spare parts for Indian military machines will be held in line with Russian legislation, he said.

India is the strategic partner of the Russian Federation in the sphere of military-technical cooperation, he said. The import of Russian equipment to India constitutes 70 percent of its weaponry. Under Indian legislation, the country holds tenders for the purchase of spare parts for its military hardware.

"It is to be understood that with such cooperation tenders have to be arranged in keeping with our legislation", Sergei Ivanov said.

He noted that neglect for Russian legislation in tendering is fraught with the participation of producer companies not entitled to do so.

"The main thing is that India is attracting to such projects not Russian but Central and East European makers of space parts", he said.

Sergei Ivanov stressed that the worst danger here is that they may have Russian or even Soviet-times license that is long expired.
