"In a short while your party has become a leading political force in the country and won people's respect," the document reads.
"Productive lawmaking activities of the United Russia faction and effective work of its regional branches make an important contribution to the implementation of the state's socio-economic strategy, the consolidation of society and building of a new, strong and secure Russia," the message runs.
According to Vladimir Putin, the key party tasks are the improvement of the ideological platform and interaction with all constructive political organizations and associations. "Your influence on society and political prospects depend on their decisions," the President's message says.
"I am convinced that United Russia's responsibility, purposefulness and consistency will keep serving the interests, stability and progressive development of the country," Vladimir Putin stressed.
In conclusion the President wished the delegates "productive work and all the best".
