YUSCHENKO SETS UP NATIONAL DEFENCE FORCE AS KIEV CITY COUNCIL WOULDN'T RECOGNISE HIM PRESIDENT ELECT

KIEV, November 25 (RIA Novosti) - A National Self-defence Force is being established, announced Victor Yuschenko, who issued his maiden decrees today as National Salvation Committee chief.

In a first decree that came out, he called the nation to defend its constitutional system. The decrees that promptly followed announced the establishment of a Salvation Committee, with a membership of thirty, and a National Self-defence militia.

A spokesman of Yuschenko's HQ recited the decrees to Independence Square rallies.

As Victor Yuschenko reassures, his moves aim to guarantee order and security countrywide. He calls to protect constitutional freedom of speech all over Ukraine.

The Kiev municipal council appealed today to incumbent President Leonid Kuchma, the Supreme Rada (parliament), and the Supreme and Constitutional courts to invalidate yesterday's Central Election Commission verdict concerning the disputed presidential runoff. The commission decision blatantly clashes with the national Constitution and the Presidential Election Law, says a statement the city council made at an emergency session.

The councillors deem it necessary to convene an extraordinary parliamentary session, which President Kuchma ought to attend. They called parliament to make an unbiased evaluation of social and political developments in Ukraine, and promote a broad-based public dialogue to involve all political forces. The City Hall sees it as a way to "prevent further exacerbation of the national socio-political crisis".

The council voted down an initiative to recognise Victor Yuschenko president elect and comply with his decrees. "That is up to the Central Election Commission," pointed out the councillors.
