RUSSIA NOT READY TO SELL HOTHOUSE GAS EXHAUST QUOTAS JUST NOW

PARIS, November 15 (RIA Novosti) - Russia needs certain time to decide on tentative trade in hothouse gas exhaust quotas, Sergei Naryshkin said to the media. The Russian government chief of staff was co-chairing the latest session, in Paris today, of the Russo-French council for economic, financial, industrial and commercial cooperation.

As Russia has ratified the Kyoto protocol, France displayed an eagerness to be among the first quota buyers-but Russia needs some time to decide whether it will start the trade at all and, if it does, what an amount to sell, and who will come as holder and seller. There are many purely technical aspects to settle, too. "So we cooled France down a little as it was impatient to start purchasing. We said we needed time to see just what all matters were about," added Mr. Naryshkin.
