Salikhov is also suspected of organizing and carrying out a terrorist act on September 4, 1999 in the town of Buinaksk, when a powerful car bomb exploded near apartment building No. 3 on the Levanevsky Street. The authorities presume that Magomed Salikhov drove a KAMAZ truck filled with explosive mixture to Buinaksk where he and his accomplices loaded two cars with explosives. The bomb in the second vehicle, which was as powerful as the first one, was rendered harmless two hours after the prior explosion, said Major General Chertov.

The investigation determined that brothers Alisultan and Magomed Salikhov and Isa Zainutdinov had organized and carried out the terrorist act. A search warrant was put on all participants in the terrorist act. Isa Zainutdinov and Alisultan Salikhov were later detained and given life imprisonment sentences.

In addition, Magomed Magomedov, Zainutdin Zainutdinov and Abdulkadyr Abdulkadyrov were concidered suspects in the case. They were also detained later.
