RUSSIA'S INTERIOR MINISTRY DRAFTS PYROTECHNIC TRADE BILLS

MOSCOW, November 10 (RIA Novosti) - Fireworks, firecracker and other pyrotechnic device trade needs legal regulation lest terrorists use such devices, insists Russia's Interior Ministry.

"Firecrackers are surely nice for celebrations-but they have parts out of which an evil mind may make an explosive device. There is no way to rule it out," Sergei Schadrin, Deputy Interior Minister, said to Novosti. He leads the ministerial Public Safety Service.

The ministry is drafting bills, "On Explosives and Explosive-Containing Commodities" and "On Trade in Civil-Oriented Pyrotechnic Devices". If the bills are passed, they will help with legal regulation of that field, and protect the population from those dangerous toys misused.

Anti-terror efforts demand an all-round scope. It is not only up to law enforcement agencies-the public must see that everyone is to promote those efforts.

Combat on terrorism and other crimes largely depends on every Russian citizen. There is no proper understanding of that point in the public mentality as yet, and there is no way to put an end to evil before everyone realises it, stressed our interviewee.
