ABKHAZIA, SOUTH OSSETIA ARE STUMBLING STONE IN RUSSIA-GEORGIA RELATIONS

MOSCOW, November 2 (RIA Novosti) - What appears to be the greatest stumbling stone in relations between Georgia and Russia is uncontrolled conflicts in Abkhazia and South Ossetia. We are displeased with the fact that dual standards are applied despite all the speculation about support for Georgia's territorial integrity," Georgian Speaker Nino Burdjanadze said at a RIA Novosti press-conference.

"I am confident that Russia would appreciate to have Georgia as a uniform, stable, democratic neighbour with a goodwill aptitude for Russia," she said.

Touching upon Russian military bases on the territory of Georgia, Burdjanadze said: "We have proposed pulling out the Russian military bases to replace them by joint anti-terrorism centres in Batumi, Tbilisi and Central Georgia. These could be bulwarks for resisting terrorism and other challenges to the modern civilization," said Burdjanadze.

She declared Tbilisi's readiness to continue dialogue with Abkhazia and South Ossetia on granting them "the highest degree of autonomy possible in respect of them as ethnic minorities". The Russians however were asked to withstand from making holidays in Abkhazia.

"People who come to Abkhazia on vacations, even if they have no political considerations at all, should bear in mind that they economize on the tears and blood of the people who have been thrown out of their homes," she said, adding "I am urging those who plan to vacation in Abkhasia-don't do this."

Asked about the coming meeting between Georgian Prime Minister Zurab Zhvaniya and South Ossetian leader Eduard Kokoyty, the Speaker said: "I have got no illusions about a sole meeting being able to settle the conflict. One can only hope that this meeting will add up to the attainment of political settlement. Much will depend on whether Russia will give a positive signal to Kokoyty who is under its influence," she said.

In the opinion of Burdjanadze, the CIS is hardly an effective organization, which is seen from the failure to perform a single agreement on Abkhazia adopted at CIS summits.

"Anyway, the CIS platform should be used for communication and cooperation," said the Speaker.

She cited the Russian-Georgian summit in Astana as a very useful one.
