TIME CHANGEOVER HELPS RUSSIANS SAVE MONEY

MOSCOW, October 29 (RIA Novosti) - Russians save an average of about 2 billion roubles a year on electricity bills thanks to time switchover, chief controller Alexander Bondarenko, said at a press conference in Moscow.

The effect of switching over to summer time is the greatest in terms of electric energy saving and electricity production costs, according to Mr Bondarenko.

Russians save about 2 billion kilowatt-hours of electric power and 1.5 million tons of coal used in electricity production a year, according to Mr Bondarenko.

Besides, the switchover reduces the amount of hazardous particles emitted during coal combustion by 50,000 tons, while by 400 tons less cinder is accumulated in the soil.

Mr Bondarenko recalled that Russia had begun switching over to summer time in 1981, while European countries had done that in 1978. 110 countries, switch time every year nowadays. Each country cuts electricity consumption by 2% annually.

Mr Bondarenko also said Russia had experimented not to switch over to summer time in 1991.

However, this immediately resulted in greater loads on the energy sector. The situation was very serious as a result and the decree cancelling the switchover to summer time was revoked starting from January 1992, according to Mr Bondarenko.

"Numerous studies have shown that our biological clocks have a 25-hour cycle, which means 1 hour is missing from day. Therefore, 1 hour time difference is very insignificant," said Viktor Zotov, a senior researcher at the biology department of Moscow State University and an expert on biorythms.

"If you were not warned about time switchover, you would not notice it," said Mr Zolotov. Ample evidence shows that switching over to summer time and back does not have any serious harmful effect on generally healthy people, added the expert.
