NURGALIYEV ON INTERIOR MINISTRY'S ANTITERRORISM ACTIVITY

MOSCOW, October 29 (RIA Novosti) - Since the beginning of the year, more than 190 militants were killed in Chechnya after they offered armed resistance to the law enforcement agencies, Interior Minister Rashid Nurgaliev said at the State Duma on Friday.

He noted that 390 people were detained for participating in illegal armed formations and that 102 militants gave surrendered.

The minister said the terrorist attack in Beslan "confirmed the that terrorism was international." According to him, the terrorist group consisted of 32 militants of different nationalities, including foreigners. One terrorist, Kulayev, was detained in an antiterrorism operation and the route of the militants' movement was established, the minister said.

He said that every day, 1,141 Defense Ministry and Interior Ministry servicemen were on duty in North Ossetia.

The ministry cooperates with foreign states and CIS member countries in the fight against terrorism.

He said, "a meeting of the Council CIS Interior Ministers on the fight against terrorism would be held in Moscow in December 2004."

In regard to the implementation of the president's decree of September 13, 2004, the Interior Ministry and FSB prepared a draft of the basic principles of the state system to prevent crises related to terrorism and submitted the draft for the government's consideration, Mr. Nurgaliyev noted.

As he said, particular attention would be given to energy and transportation security as well as security in crowded locations. In particular, it is envisaged to tighten control over registration, he said.

According to him, the document envisages ensuring a special system for the security of nuclear installations, and improving the procedure for registration and operation of light aircraft.

The document also provides for improving the security in the metro and mass transit, Mr. Nurgaliev said.
