PLESETSK NEEDS HEAVY ROCKET LAUNCH COMPLEX FOR DEVELOPMENT - ROSAVIAKOSMOS

MOSCOW, October 27 (RIA Novosti) - "Until it has a launch complex for Angara heavy carrier rockets, the Plesetsk cosmodrome will not be a full-fledged cosmodrome. Without it, Plesetsk is doomed to be a second-rate facility", the Federal Space Agency (Rosaviakosmos) head Anatoli Perminov told the expanded collegium on Wednesday.

As regards Baikonur, he said that "very soon it will work on the Soyuz-2 and Zenit programmes, unfold the Russian-Kazakh space rocketry complex Baiterek".

The Rosaviakosmos collegium considered priorities of Russia's space policy. TsNIImach (Central R&D institute of engineering) general director Nikolai Anfimov, member of the Russian Academy of Sciences, said: "Our institute has prepared the draft federal space programme for 2006-2015, sent it for coordination and in December 2004 it will be submitted for consideration by the cabinet of ministers".

The programme provides for measures in line with the state-fixed priorities. It intends creation of new elements of the Russian segment of the International Space Station, its improvement and development, creation of promising launch systems, improvement of the overland space infrastructure.

"New space rocketry products, orbital systems of communication and remote Earth probing will be built. In our plans is serious research into the Solar System and its planets", Academician Anfimov said.
