PUTIN: KUCHMA NEVER RAISED QUESTION OF A THIRD PRESIDENTIAL TERM

KIEV, October 26 (RIA Novosti) - Leonid Kuchma has never raised the question of a third presidential term, Vladimir Putin has said.

"Leonid Danilovich (Kuchma) has never raised the question of a possible third term. He has always said that his main goal is the ensurance of law and order in the conduct of presidential election", the Russian president said in a live transmission of three Ukrainian television channels.

Vladimir Putin himself will be guided by the Russian Constitution, which intends two presidential terms.

"The main thing in our countries is stability. It can be ensured by the observance of laws", the Russian president said. "The main law is the Constitution, which intends two presidential terms. I will be guided by the Constitution".

Putin is absolutely sure that Ukrainian citizens should participate in the presidential election.

He recalled that "at the preceding presidential election in Russia the turnout was very high, 65 percent".

The Russian president stressed that only in the democratic way, through election, can citizens exert influence on the developments in the country.

"Voting is a must. Otherwise, instead of you others will elect", Putin said. "You should support the candidate you think worthy of support".

The Russian president stressed that failure to vote is the problem of not only post-Soviet countries but also European states, where absence is between 55 and 60 percent.

The presidential election will be held in Ukraine on Sunday, October 31.
