Earlier, the involved Duma committees recommended Kyoto ratification.
The protocol fixes for each signatory commitments on the reduction of hothouse gas emission in the first period from 2009 to 2012.
The commitment for Russia is at the 1990 level.
The signatories' quantity-reduction commitments during the second and subsequent periods, that is after 2012, will be negotiated in 2005. On results of these consultations, Russia will take a decision on participation in the protocol during the second and following periods.
Most measures towards the reduction of hothouse-gas emissions in economic sectors (except agriculture) will be taken within the framework of the federal target programme Energy-Efficient Economy for 2002-2005 and until 2010.
