MOSCOW, October 14 (RIA Novosti) - The treaty on nuclear fuel shipments to Iran may be concluded in November during the Iranian visit of Alexander Rumyantsev, head of Russia's Federal Nuclear Energy Agency.

"If before Rumyantsev's visit our experts agree on the commercial aspect, the treaty will be concluded", Iranian ambassador to Russia Golyamreza Shafei told the press conference in Moscow.

Both shipments of nuclear fuel to Iran and return of wasted fuel are meant, he specified.

According to Allaheddin Burudjerdi, chairman of the Majlis (parliament) committee for external policy and national security, the Bushehr nuclear power project is nearing completion. He also confirmed that the nuclear fuel agreement will be signed before long.

Teheran expects from the International Atomic Energy Agency closure of the Iranian dossier, he added.

To him, Iran has sent to the IAEA a 1,300-page report on its non-military nuclear programmes. "After that all the doubts have been removed", the Iranian parliamentarian said, stressing that Iran observes the Nuclear Non-Proliferation Treaty.

He called a "joke" the American declarations that Iran "does not need nuclear power engineering because it is has enough oil and gas". "We produce 30,000 megawatts of electricity mostly from gas and oil. When their reserves are exhausted, what will we have instead?", he wondered.

The parliamentarian also said that Iran can suspend IAEA inspections if the Iranian nuclear dossier is submitted for consideration by the United Nations Security Council.

"If it happens, the Majlis will take the corresponding steps", Allaheddin Burudjerdi said.

In this case, there will be no place for inspections and transparency, he said. "Passing the Iranian nuclear dossier to the UN Security Council is illogical", the Iranian parliamentarian said.

He also said that the Majlis will ratify the additional protocol on IAEA guarantees only after the International Atomic Energy Agency makes steps in response for creating the atmosphere of trust.

"To create the atmosphere of greater trust Iran has pledged to discontinue the enrichment of uranium and sticks to this policy", he said. Iran has made the first step and now the IAEA is to make a reciprocal step.

"IAEA experts are to fix the time for ending inspections", the Iranian parliamentarian said. He also recalled that there are now two groups of IAEA inspectors in Iran.

Allaheddin Burudjerdi has discussed in Moscow also other questions of bilateral cooperation.

"Today we have discussed purchase of a Tu-204 jetliner of Russian make, as well as our cooperation in creating a satellite", he told the press-conference.

He said that on the agenda of his Moscow talks was also Gazprom's participation in gas projects in Iran. Among other things was the building of ships for Iran in its territory and in Russia.
