RUSSIA AND CHINA TO DEVELOP COOPERATION AGAINST FUNDING OF TERRORISM

BEIJING, October 14 (RIA Novosti) - Russia and China are going to develop cooperation in countering money laundering and funding of terrorism, says the 2005-2008 Plan of Action signed by the Russian and Chinese leaders in Beijing on Thursday.

Under it, "Russia will assist China in joining international organisations which oppose the legalisation of criminal profits, including the FATF".

The sides have agreed regularly to hold consultations on problems of work of the Eurasian group, following the lines of the FATF model, continue bilateral consultations on settling mutual financial claims, hold consultations between the two states' tax agencies on concluding an agreement on cooperation and exchange of information on the observance of tax legislation.

The Plan of Action also says that the leaders of Russia and China have agreed to complete negotiations and sign an intergovernmental agreement on the encouragement and mutual protection of investments.

The sides have agreed regularly to hold Russian-Chinese investment forums and assist the two states' enterprises in participating in presentations of investment projects in Russia or China, promote exchanges between enterprises, discuss different forms and channels of investment cooperation.

The leaders of the two countries have also decided to "determine projects of interest to the corresponding Russian and Chinese enterprises and companies connected with the development of western regions of the PRC, revival of old industrial bases in the North-East of China and support the participation of Chinese enterprises in the realisation of projects of development of Russian regions in East Siberia and the Far East".

The Plan seals the intention to "provide assistance to the two countries' enterprises in investing in joint ventures in Russia for logging, production of sawn timber, building materials, furniture, cellulose, paper and other products in, particularly, regions in the Far East and East Siberia".

Moscow and Beijing have agreed to diversify Russian-Chinese trade turnover, including in favour of high technologies.

"The commodity pattern of Russian-Chinese trade is to be improved and diversified, the share of advanced machine and equipment products increased", the Plan of Action notes.

Towards this end, it has been decided to "provide assistance to the arrangement of cooperation between the involved enterprises and companies of the two countries in such areas as the manufacture of communication equipment, vessels, household electronics, information technologies, energy equipment for thermal and hydraulic power stations, nuclear power stations, ore-mining equipment, civil aircraft, automobiles and automobile engines".

The development and introduction of high and new technologies are also provided for.

Also, Moscow and Beijing have agreed to "actively realise the cooperation project for building floating nuclear power stations".

Russia and the PRC pledge to "ensure equal and transparent conditions for the participation of Russian and Chinese companies and enterprises in the other Side's international tenders for the supply of equipment and building of projects".

"The sides confirm that trade-economic cooperation is an important part of Russian-Chinese relations of strategic interaction and partnership, will take the required and coordinated steps towards the expansion of spheres of mutual cooperation, ensurance of further growth in bilateral trade", the Plan of Action emphasises.
