MOSCOW, October 14 (RIA Novosti) - Russia and China have agreed to expand the agenda of meetings between their prime ministers. The bilateral action plan for the period from 2005 to 2008 the two countries' leaders adopted in Beijing on Thursday indicates that Russia and China intend to continue improving the mechanism of regular meetings of their prime minister and raise its efficiency in all spheres.

Issues related to the development and manufacturing of civil aircraft, to agriculture, environment protection, labour relations and migration will be put on the agenda of the Russian and Chinese premiers' meetings. Relevant bilateral sub-commissions or working groups will be set up to this end.

The action plan contains a provision on promoting dialogue between the two presidents through annual visits, regular telephone conferences, correspondence and meetings on the sidelines of international forums.

Russia and China are expected to set up a business council and invite large companies, medium and small enterprises from both countries to take part in its activity.

The council is designed "to enhance the role of the two countries' business communities in trade and business cooperation," according to the plan.

In 2005, Russia is expected to deliver at least 10 million metric tons of oil to China by railroad, and no less than 15 million in 2006.

The two countries believe cooperation in the energy sector is a promising area. Therefore, they intend to encourage Russian-Chinese projects in the oil and gas sector, including the project for the construction of an oil pipe from Russia to China and projects for the joint development of oil and gas fields on their territories.

Besides, Moscow and Beijing will consider signing an inter-government agreement on the basic principles of cooperation in the oil and gas industry.

The countries are also set to encourage mutually beneficial cooperation in the sphere of energy supplies from Russia to China, Russian companies' participation in tenders for the modernisation of available energy facilities and equipping the new ones.

Besides, the Russian and Chinese leaders agreed to "promote exchanges in and the use of latest technology and equipment in coal production, processing and use."

China welcomes Russian companies' efforts to penetrate China's nuclear energy market with its high technology and mutually beneficial cooperation terms and conditions.

"The countries are set to promote energetically and implement commercial cooperation in the construction of nuclear power plants, the fourth phase of a gas centrifuge uranium enrichment facility and to step up scientific and technological cooperation in the nuclear sphere," reads the plan.

Under the plan, Russia and China are also expected to open joint spacecraft manufacturing enterprises.

Besides, the two countries agreed "to ensure favourable financial and economic conditions for cooperation in the sphere of space, including to intensify the execution of existing contracts, open joint ventures to build civil purpose spacecraft."

The document says the Russian and Chinese space agencies will open their representations in Beijing and Moscow respectively, which will promote space cooperation and improve coordination in this sphere.

The countries plan one or several large-scale space projects that will meet their interests and tasks stipulated in their national space programmes.
