The document puts principal stress on enhancing the role and practical potential of the UN Counter-terrorist Committee, or CTC. On the one hand, a current CTC reform is to build up pace. On the other, it needs closer teamwork with the committee on sanctions against the Al-Qayeda and the Taliban, and with world, regional and subregional organisations.
The resolution envisages tougher demands on UN member countries to prevent them granting asylum to terrorists.
The resolution orders to establish an ad hoc team, to represent all Security Council members, that will make recommendations on practical measures in the respect of persons, groups and organisations involved in terrorism or complicity with it. Those measures include launching criminal proceedings, freezing financial assets, and prevention of travel via UN countries. The document envisages making a related black list.
Assisting Russia to draft the resolution were the UK, Germany, Spain, China, Romania, the USA and France.
