STATE DUMA RECEIVES PACKAGE OF DOCUMENTS ON KYOTO PROTOCOL RATIFICATION

MOSCOW, October 7 (RIA Novosti) - The State Duma has received a package of documents on ratification of the Kyoto protocol, reports Russian parliament's lower house public relations department.

Russian Prime Minister Mikhail Fradkov signed a resolution on the approval of the Kyoto protocol October 6.

The Cabinet backed the draft federal law "On ratification of the Kyoto Protocol to the United Nations Framework Convention on Climate Change" on Sept. 30.

Interested departments have been instructed to prepare a complex plan of actions on realization of this document in three months' time.

Russia signed the Kyoto protocol in 1997.

The decision on Russia's ratification of the Kyoto protocol was adopted after a thorough analysis of all factors, said Russian foreign ministry spokesman Alexander Yakovenko at a RIA Novosti press conference.

"Obligations imposed by this important multilateral agreement will have serious consequences for Russia's economic and social development. The decision on participation in it was made after a thorough analysis of all factors and with account for this treaty's significance in the cause of preventing the consequences of dangerous changes of global climate," said Mr. Yakovenko.

Having ratified the Kyoto protocol, Russia will get a chance to enter the world system of the latest technologies, Alexander Ishko, the head of the environmental state policy department under the Russian Natural Resources Ministry, said at a Thursday conference entitled "Ecological projects of Russian corporations."

"Some people understand the Kyoto protocol as something restricted, but actually it is an integral index of rational nature management," he said.
