BILL ON OPEN ACCESS TO INFORMATION TO BE SUBMITTED TO CABINET

MOSCOW, October 7 (RIA Novosti) - In October, the Russian Ministry of Economic Development and Trade will submit to the cabinet the bill "On citizens' access to information about the activity of state bodies and local self-government bodies." RIA Novosti learnt this from Andrei Sharov, head of the state economic regulation department of the ministry.

"On the whole, the draft law has been coordinated with all the interested departments. Some special issues remain to be solved," said Mr. Sharov.

So far, only the Russian Supreme Court has not sent its conclusion on the bill, said the ministry's representative.

The Ministry of Economic Development and Trade has suggested that this law not only be effective for executive bodes but also the Federal Assembly, the Central Election Commission, courts and all the security structures.

The key point of the ministry's bill is that all the unclassified information will be open for access. Any individual can make an electronic anonymous inquiry. He/she should identify him/herself only if he/she wants to make an inquiry about him/herself.

The bill contains a list of information that should be accessible. It includes regulatory acts, the plan of the ministry's activity and contracts on state purchases.

The information will be free. At the same time, to prevent abuses on behalf of non-conscientious citizens, the ministry suggests that insignificant payments be introduced for copying and delivering the information.

The law on information access is to be followed by laws on confidential information and personal data. The former will regulate the process of classifying information, and the second will regulate the type and amount of information about citizens that state bodies will be allowed to gather.
