PROPORTIONAL DUMA ELECTION SYSTEM TO RAISE PARTIES' INFLUENCE

MOSCOW, October 5 (RIA Novosti) - Introduction of a proportional system of elections to the State Duma will make it possible to increase the influence of parties on the political situation in the country, Russian parliament lower house speaker Boris Gryzlov told journalists on Tuesday.

In his words, the talk is not about momentary gain for any particular party.

"We are speaking about the necessity to considerably change Russia's political life," he noted.

According to the speaker, introduction of the proportional system will stimulate the activity of parties and the election activity of citizens. Candidates for deputies' seats will be responsible to their party.

Mr. Gryzlov said election to parliament by party lists was not new. This system has long worked in Spain, Finland, Sweden and Belgium.

In his opinion, Russia could also use this mechanism. "This will be advantageous for all parties," he concluded.

The speaker believes that today it's necessary to assist voters, and this assistance should come "from the top."

According to the speaker, it is necessary to push the situation to creation of a stable party system, which would contribute to development of democracy.

"Today we see that development 'from the bottom' has not led to creation of a powerful party structure system," said Mr. Gryzlov.

In his words, parties are formed "for elections" and their number in the previous years was so large that their names could not even fit into one election sheet. After elections, those parties disappeared, said Mr. Gryzlov.

He said even the parties that have made it to the Duma are not always perceived by voters as powerful political parties. "We see the struggle for power, the struggle for the brand inside of these parties," said Mr. Gryzlov.
