CONCEPT FOR USE OF INFORMATION TECHNOLOGIES BY FEDERAL BODIES OF STATE POWER

MOSCOW, October 1 (RIA Novosti) - The Russian government has endorsed a concept for the use of information technologies by federal bodies of state authority until the year 2010 and a plan of action, reports the cabinet of ministers' press-service.

Government policies as regards the use of information technologies in state administration have been designed to coordinate federal administrative efforts to set up government information systems and to improve the efficiency of relevant budgetary expenditure," says the document.

This government hopes this policy will be helpful in setting up an effective system of granting government services on the basis of information technologies ("electronic government")"

"Conditions are favourable for improving the state administration system, enhancing the quality of granting relevant services to the population and organisations, enhancing the effect and transparency of the work of civil servants, consistently uprooting corruption by means of a wide use of information technologies in federal bodies of state authority," says the document.

By the year 2010, it is expected to work out and introduce fundamental standards in the use of information technologies in government bodies and to implant information technologies providing interactive information services for citizens and organisations.

Under this concept, all the federal bodies of authority and their territorial boards should be linked to a single protected telecommunications infrastructure being formed for government needs.

Such information systems on the basis of general standards and requirements should be integrated in a common information environment.

There are plans to launch electronic document turnover with the use of electronic digital signature, to organise stage-by-stage transfer of open archives information of the bodies of state authority into an electronic type and to enable citizens to gain access to this information.

"The concept will be a success only provided relevant decision-making becomes an open process with the involvement of public figures, experts and scholars," says the document.
