MOSCOW, October 1 (RIA Novosti) - The Russian delegation hopes for a productive discussion of Chechen problems at the next session of the Parliamentary Assembly of the Council of Europe (PACE), head of the Federation Council international committee Mikhail Margelov said in a RIA Novosti interview.

A detailed discussion of Chechen problems is planned at the PACE fall session opening in Strasbourg (France) on Monday. Three European parliamentarians (Andreas Gross, Tadeusz Iwinski and Rudolf Bindig) will deliver reports on the political and humanitarian situations and observation of human rights in the Republic.

Moreover, Commissioner of the Council of Europe for Human Rights Alvaro Gil-Robles will speak about the results of his recent visit to Chechnya, Ingushetia and North Ossetia (Russia's constituent republics in the North Caucasus).

Chechen President Alu Alkhanov is expected to address the PACE session, Mikhail Margelov said.

Russia's hopes for a productive dialogue are linked with the progress in the position of European parliamentarians. "At the recent session of the PACE political committee the notorious Chechen dossier experts mentioned Russia's territorial integrity for the first time," the Russian senator said.

In his opinion, "the Council of Europe should radically change its position on the Chechen problem".

The discussion of Chechnya will take place in Strasbourg on October 7.
