CHIEF YUKOS BRANCH CORNERED: YUGANSK CAN'T AFFORD BACK ELECTRIC FEES

TYUMEN, SIBERIA, September 23 (RIA Novosti's Alexander Perestoronin) - The Yuganskneftegas, the Yukos petroleum mammoth's principal oil-extracting affiliate, cannot afford back fees to the Tyumenenergo electric suppliers, Yugansk bosses say in a desperate message to the Tyumenenergo after it threatened to cut industrial electric supplies.

The news reached Novosti from the press service of the Tyumen mother company-the UEUK, or Ural Energy Managerial Company.

"The Yuganskneftegas presently has no chance whatever to pay the electricity arrears, which arose of a force majeure. At present, we have fiscal payment orders on our settlement account, and are facing insolvency," warns the letter.

The Yugansk owes the Tyumenenergo 260 million roubles, roughly US$9 million.

The Tyumenenergo repeatedly addressed the Yugansk top with messages demanding the arrears paid. A reply came only on the latest occasion, when supplies were reduced. More than that, the Yugansk letter fails to specify the sums and deadlines, so the Tyumenenergo is determined for further supply restrictions, say UEUK PR.

Tyumenenergo managers called the Yugansk to reduce its electric consumption independently, starting today. If it does not, the Tyumen will have a legal right to cut supplies.

As soon as the reduction was introduced, the Yugansk set up an ad hoc team to monitor electric supplies to crucial social projects of Nefteyugansk, the town where the company bases, and the area around, Evgeni Ushakov, UEUK First Deputy Director General and team leader, said to Novosti.

The team aims to appoint guarantees against essential urban projects left without electricity, and to prevent industrial disasters in the town and its environs, he stressed.

Tyumenenergo managers are sure the cuts they are introducing will not hit then population and essential urban projects, reassured Mr. Ushakov. The company is aware of Yugansk problems, and will keep up full supplies to its social projects, and sufficient supplies to maintain communications, and heat oil derricks and source and relay pump stations, he added.
