EC HOPES FOR RUSSIA TO RATIFY KYOTO PROTOCOL

BRUSSELS, September 22 (RIA Novosti's Alexander Shishlo) - The European Commission hopes that Russia will ratify the Kyoto Protocol, EU official representative Rejo Kempinen told the briefing in Brussels on Wednesday.

The EC has been and is for its ratification by all the signatories, he stressed.

Recently, EC Energy Commissioner Loyola de Palacio voiced the doubt that Russia and the United States would ratify the Kyoto Protocol.

If Russia does not ratify it in December, the EU will have to see whether the gas emission obligations are a good solution, the Belgian media quote her as saying.

In this situation, the EU cannot put to European industrial entities goals in cutting noxious emissions at a time when the United States and Russia refuse to make the move, she believes.

The EC is holding an Internet poll of its citizens to see what they would like the EU climate-preservation policy to be after 2012, when the Kyoto Protocol expires.

The EC has also proposed to voice its opinion before industrial entities, non-governmental organisations and national executive organs.

Observers note that, since the United States and Russia have not ratified the Tyoto Protocol to this day, managers of European enterprises doubt that the EU has to fulfil its gas emission obligations. In their opinion, this will not appreciably downsize the hothouse effect but axe European competitiveness.

Within the framework of the Protocol, adopted in 1997, the signatories are to cut hothouse gas emissions by 5.2 percent by 2012. The EU has pledged to cut them by an average of 8 percent in comparison with 1990.

The Internet poll will continue until October 31. On the basis of its information the European Commission will prepare a report, which will be brought home to EU states in the spring of 2005.

In the estimates of European experts, the climatic-change process can be stopped if the global gas emissions into the air is reduced to 30 percent by 2005 and to 65 percent by 2050.
