NATURAL RESOURCE MINISTRY PROPOSES TO ISSUE FIELD SURVEY AND DEVELOPMENT LICENCES

MOSCOW, September 21 (RIA Novosti) - The Russian Economic Development Ministry supports the proposal of the Natural Resources Ministry to issue through licences for the survey and development of fields, Vsevolod Gavrilov, deputy chief of the former's property and land relations board, told journalists on Tuesday.

"We welcome the so-called 'through rights' (for the survey and development of fields)", Gavrilov said.

The Economic Development Ministry jointly with the Strategic Developments Centre have prepared and sent to the Natural Resources Ministry proposals for the new bill On the Natural Resources.

These proposals rely on two fundamental principles - switchover to the auction form of licensing and use of Civil Law contractual relations between the state and the investor, Gavrilov said. And noted that the approaches were outlined in the presidential address to the Federal Assembly.

"A corresponding joint draft law will be prepared within a month", Gavrilov hopes.

The Economic Development Ministry also proposes granting competitive advantages to companies engaged in what is called speculative (preliminary) minerals survey.

Gavrilov could not say when a coordinating ministerial conference on the bill may be held.

The Natural Resources Ministry told RIA Novosti that the joint ministerial conference is planned to be held in the beginning of October.
