CEC: BLOCS SHOULD BE PRESERVED BY NEXT PARLIAMENTARY ELECTIONS

MOSCOW, September 21 (RIA Novosti) - Most members of the Russian Central Election Commission consider it necessary to preserve the possibility to form election blocs by the next parliamentary elections, CEC secretary Olga Zastorozhnaya said.

"Most members believe that these blocs should not be liquidated, otherwise, many parties, above all, the rightist wing, will be at a loose end if there is no bloc," the secretary noted.

On Tuesday Olga Zastorozhnaya delivered a report at a session of the Democratic Alternative Club.

According to her, members of the Central Election Commission believed earlier that election blocs should be cancelled, however, in connection with the President's initiatives on the transfer to elections on party lists most members deem it necessary to preserve the blocs. In Ms. Zastorozhnaya's opinion, if we transfer to the proportional election system the barrier should be reduced from 7% to 3% or at least to 5%.

"The 7% barrier is fraught with serious distortions and few parties will go to the parliament," she stressed.
